Hyoung Kwon Ko

Ambassador Hyoung Kwon Ko took up his duties as Permanent Representative of Korea to the OECD on 26 March 2019. Mr. Ko holds an M.A. in Public Policy from KDI School of Public Policy and Management (2015) and a B.A. in Economics from Seoul National University (1987). He attended JD/MBA joint program at the University of Colorado at Boulder (1995-1997). Mr. Ko started his professional career in 1987 as Deputy Director, Economic Monitoring Division, Manpower Development Division, Public Enterprise Management Division, at the Ministry of Finance and Economy, after passing the 30th National Administrative Examination in November 1986. From 1998 to 2001, Mr. Ko held the position of Senior Deputy Director for the Planning and Budget Committee, Office of Planning for Light Water Reactor Project, in the Office of Public Welfare Promotion. In 2001, Mr. Ko became Assistant Secretary in the Office of the President. From 2003 to 2008, he worked for the Ministry of Planning and Budget as the Director of the Industry and Information Budget Division, then as Secretary to the Minister in 2004, before moving on to become the Director of the Policy Planning Team in 2005 and finally as Director of the Budget Coordination Division in 2007. In 2008, he became the Senior Assistant Secretary in the Office of the President. From 2010 to 2012 he was a World Bank Consultant (Adviser to the Minister of Finance, Mongolia). In 2012 he joined the Ministry of Strategy and Finance, first as Deputy Director General for Performance Management and then as Director General for Policy Coordination in 2013 and finally as Deputy Minister for Planning and Coordination in 2016. In 2017 he became the Executive Director in the Asian Development Bank (ADB). Prior to his nomination as the Permanent Representative of Korea to the OECD Mr. Ko was the 1st Vice Minister of the Ministry of Economy and Finance.
